Why should maltese dogs stay out of the damp?

Every time i go to a website about maltese dogs they say-"Make sure your dog stays out of the damp" im assuming there talking about the weather but why is it so important

Maltese have very fine hair, when it gets wet (or damp) it can get matted very easily (unless dried properly). Maltese need to be brushed daily whether they get wet or not.
